A concentração da economia na indústria do calçado e artefatos de couro do município de Rolante/RS e o impacto na dinâmica socioeconômica local

Abstract

O artigo apresenta os resultados de uma pesquisa que teve como objetivo analisar a estrutura econômica do município de Rolante/RS e compreender, a partir de 3 perspectivas: I) empresários de terceirizadas do setor coureiro/calçadista; II) executivo municipal e III) sindicato dos sapateiros do município de Rolante/RS, os fatores que influenciam o município a concentrar a economia no setor coureiro/calçadista. A composição setorial do Valor Adicionado Bruto (VAB), também e principalmente dos empregos formais, revela predominância do setor coureiro calçadista na economia do município de Rolante/RS, o que pode ser positivo pois lhe confere um status de especialização na produção de calçados, por outra via, a economia local fica refém das flutuações de um único setor. Participaram da pesquisa 5 empresários do setor coureiro/calçadista, o representante do executivo municipal e um representante do sindicato dos sapateiros do município de Rolante/RS. Como instrumento para a coleta de dados utilizou-se um roteiro de entrevista semiestruturada composto com perguntas do tipo abertas, sendo os dados analisados conforme metodologia de análise de conteúdo de Bardin (2002). Os dados gerados pela pesquisa evidenciaram que os entrevistados manifestam preocupação com a concentração da economia local na indústria calçadista, porém não se preocupam com os efeitos de uma crise futura no setor. Também que a existência de mão de obra qualificada para a produção de calçados é fato determinante para que novos (e antigos) empresários optem por investir no setor calçadista e não em outros setores da economia do município.

The article presents the results of a research that aimed to analyze the economic structure of the city of Rolante/RS and understand, from 3 perspectives: I) outsourced entrepreneurs in the leather/footwear sector; II) municipal executive and III) union of shoemakers in the city of Rolante/RS, the factors that influence the city to concentrate its economy in the leather/footwear sector. The sectoral composition of the Gross Value Added (VAB), also and mainly of formal jobs, reveals the predominance of the footwear leather sector in the economy of the municipality of Rolante/RS, which can be positive as it gives it a status of specialization in the production of footwear, on the other hand, the local economy is held hostage to the fluctuations of a single sector. Five businessmen from the leather/footwear sector, the representative of the municipal executive and a representative of the shoemakers' union in the city of Rolante/RS participated in the research. As an instrument for data collection, a semi-structured interview script was used, composed of open-ended questions, and the data were analyzed according to Bardin's (2002) content analysis methodology. The data generated by the research showed that the interviewees express concern about the concentration of the local economy in the footwear industry, but they are not concerned about the effects of a future crisis in the sector. Also that the existence of qualified labor for the production of shoes is a determining fact for new (and old) entrepreneurs to choose to invest in the footwear sector and not in other sectors of the municipality's economy.
