A Educação Profissional nas Leis Orgânicas do ensino: uma análise da legislação educacional nas décadas de 1940 a 1960

Abstract

A presente pesquisa foi realizada no âmbito do Curso de Mestrado Profissional em Educação Profissional e Tecnológica (ProfEPT), ofertado pelo Instituto Federal do Rio Grande do Sul - IFRS, Campus Porto Alegre, a qual versa sobre a educação profissional entre os anos de 1940-1960, objetivando investigar o impacto das Leis Orgânicas do Ensino na vida dos sujeitos no período. Vinculado à pesquisa, conforme previsto no programa do ProfEPT, foi elaborado um produto educacional direcionado a estudantes de cursos de licenciaturas e de pós-graduação lato sensu em Educação Básica e Profissional ofertados pelo IFRS, CampusOsório, o qual tem por objetivo despertar o interesse dos alunos para a História da Educação Profissional, bem como dar visibilidade às pesquisas realizadas nessa área. A escolha do tema se justifica pois, durante o curso de especialização em Educação Básica e Profissional realizado junto ao IFRS, a mestranda se dedicou ao estudo do ensino secundário entre os anos de 1940-1950, o qual era voltado ao ingresso no ensino superior. No âmbito deste curso de mestrado, surgiu o interesse em aprofundar o estudo das Leis Orgânicas do Ensino, em especial daquelas que disciplinavam a educação profissional no período objeto de estudo, tendo por objetivos específicos investigar as políticas públicas relativas à educação profissional, bem como se tais políticas públicas atingiam suas finalidades. A presente pesquisa possui abordagem qualitativa, e as metodologias utilizadas são a revisão bibliográfica e a análise documental, em especial da legislação antes mencionada. Para tanto, foi objeto de estudo o cenário social e educacional em que foram editadas tais normas, bem como foram objeto de análise os textos das normas. Foi constatado que o Ensino Normal é o ramo da educação profissional no período do recorte temporal escolhido o qual frequentemente foi tema de trabalhos apresentados nas primeiras edições da ASPHE, cujas pesquisas utilizaram a metodologia da História Oral. Em pesquisa realizada junto ao Observatório do ProfEPT, observou-se a existência de trabalhos que possuíam como pano de fundo a Era Vargas, mas direcionado a público-alvo diverso, não tendo sido localizados trabalhos relativos às Leis Orgânicas do Ensino. Assim, sendo um tema pouco explorado, justifica-se o interesse em seu estudo. Por outro lado, destaca-se que, por ocasião da avaliação do produto educacional, efetuada por estudantes dos cursos acima referidos, docentes, pesquisadores em História da Educação, os discentes, em resposta ao respectivo questionário criado por meio do Google Forms, responderam que cogitariam desenvolver pesquisa no âmbito da História da Educação Profissional, a partir da aplicação do produto educacional. Também consideraram os respondentes que o estudo da legislação educacional despertou seu interesse pelo tema, sendo que, a maioria dos estudantes não possuíam conhecimento prévio sobre a História da Educação. Os docentes e pesquisadores, por sua vez, avaliaram positivamente o e-book vinculado à presente pesquisa e responderam que utilizariam o produto educacional em sua atividade docente.

This research was carried out within the scope of the professional master's course in professional and technological education (ProfEPT), offered by the Federal Institute of Rio Grande do Sul - IFRS, campuses Porto Alegre, wich deals with professional education between the years 1940-1960, aiming to investigate the impact of The Organic Laws of Education on the lives of the subjects in the períod. In connection with research, as provided for in the ProfEPT program, an educational product was developed for estudents of undergraduate and graduate courses in Lato Sensu graduate courses in basic and professional education offered by IFRS Osório campuses, which aims to awake the students' interest in the history of professional education, as well as giving visibility to research carried out in this area. The choice of the theme is justified because, during the specialization course in basic and professional education held with the IFRS, the master's student devoted herself to tua study of secondary education between the years 1940-1950, wich was aimed at entering higher education. Within the scope of this master's course, there was an interest in deepening the study of the Organic Laws of education, especially those that disciplined professional education in the objective period of study, with the specific objectives of investigating public policies related to professional education as well as wether such public policies achieved their purposes. The present research has a qualitative approach and the methodologies used are the bibliographic review and the documentary analysis, especially of the legislation mentioned above. To this end, the social and educational scenario in which these standards were edited was studied, as well as the texts of the standards were analyzed. It was found that Normal Education is the branch of professional education in the period of time chosen, which was frequently the subject of works presented in the first editions of ASPHE, whose research used the methodology of Oral History. In research carried out at the ProfEPT Observatory, it was observed that there were works that had the Vargas Age as a background, but aimed, with no work related to the Organic Laws of Education. Thus, being a topic little explored the interest in its study is justified. On the other hand, it is noteworthy that, when evaluating the educational product, carried out by students donating courses mentioned above, teachers, researchers in the History of Education students, in response to the respective questionnaire created through Google Forms, answered that they would consider developing research within the scope of the History of Professional Education, based on the application of the educational product. Respondents also considered that the study of educational legislation aroused their interest in the topic, with the majority of students having no prior knowledge of the history of education. Teachers and researchers, in turn, positively evaluated the e-book links to this research and answered that they would use the educational product in their teaching activity
