Elaboração de um guia de compras públicas para servidores do IFRS

Abstract

Este estudo trata-se de pesquisa de Mestrado do Programa de Pós-Graduação em Educação Profissional e Tecnológica (ProfEPT), pertencente à área de Ensino e reconhecido pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) do Ministério da Educação. Concentrado na área da Educação Profissional e Tecnológica (EPT) está ligado à linha de pesquisa Práticas Educativas em Educação Profissional e Tecnológica. O objetivo desta pesquisa é identificar e conceituar os conhecimentos básicos, relacionados à área de compras públicas, necessários aos servidores do Instituto Federal de Educação, Ciência e Tecnologia do Rio Grande do Sul, iniciantes na área de licitações e requisitantes de material e serviço. A justificativa para este estudo está relacionada, principalmente, com a necessidade de gerir com eficácia os recursos financeiros, permitindo aquisições mais eficientes por meio do conhecimento e familiarização dos servidores envolvidos com a área de licitações. No que tange à metodologia, essa pesquisa apresenta uma abordagem qualitativa, de natureza aplicada. Utiliza como procedimento a pesquisa bibliográfica e documental. No que se refere aos objetivos é uma pesquisa exploratória e descritiva. A pesquisa investigou as principais dificuldades dos servidores da área de licitações. Como instrumento de coleta de dados foi aplicado um questionário, no formato online, com 20 servidores do IFRS, sendo 12 servidores dos setores de licitações e 8 demandantes, tratando dos conhecimentos necessários para o exercício de suas atividades. O questionário também permitiu identificar o produto educacional ideal para servir como ferramenta de auxílio a estes servidores: um material textual em formato de guia. A construção do guia foi baseada em fontes bibliográficas, na legislação aplicada às compras públicas e nas informações obtidas com o questionário. Após sua elaboração, o produto educacional foi enviado aos mesmos servidores que responderam o questionário anterior para que realizassem uma avaliação deste material, respondendo a um novo questionário, no formato online. Pode-se afirmar que o produto educacional atendeu seus objetivos pois foi bem aceito pelos avaliadores e será muito útil para auxiliá-los na realização das rotinas de aquisições de materiais e serviços do IFRS.

This study is a research for the Master's Degree Program in Professional and Technological Education (ProfEPT), belonging to the Teaching area and accredited by the Coordination for the Improvement of Higher Education Servants (CAPES) of the Ministry of Education. Focusing on the Professional and Technological Education (EPT) area, it is linked to the research line Educational Practices in Professional and Technological Education. This research’s goal is to identify and conceptualize the basic knowledge, related to the area of public procurement, needed by employees of the Federal Institute of Education, Science and Technology of Rio Grande do Sul, beginners in the area of bidding and requesters of material and service purchases. The rationale for this study is mainly related to the need to effectively manage financial resources, bringing more efficient acquisitions through the knowledge and familiarization of the employees involved with the bidding area. Regarding the methodology, this research presents a qualitative approach, of an applied nature. It uses bibliographic and documentary research as procedure. With regard to the goals, it is an exploratory and descriptive research. The survey investigated the main difficulties of public servants in the bidding area. As a data collection instrument, a survey was used, through online means, with 20 IFRS servants, 12 of them were from the bidding department and 8 were material and service requesters, dealing with the knowledge necessary for the exercise of their activities. The survey also allowed us to identify the ideal educational product to serve as a tool to help those servants: a textual material in guide format. The construction of the guide was based on bibliographical sources, on legislation applied to public purchases and on information obtained from the survey. After its elaboration, the educational product was sent to the same servants that answered the previous survey, so that they could evaluate this material, answering a new survey, in online format. It can be affirmed that the educational product met its objectives because it was well accepted by the evaluators and will be very useful to assist them in carrying out the IFRS material and service purchase routines.
